It will be evident, however, that in view of the concealed positioning of said means, including theac'tua tor member, proper access should be had'to such actuator for effecting-the rotation thereof from theiexposed side of'the cover-when the latter is operatively disposed in'the opening. -I-n ac'corde ance therefore means areprovided for afiord ing such. access. Formed in the-plate at the central portion. thereof} and' in concentric relation to the-actuator, is'a hole 21'acr0s'sjthe botto1'n of which extends aportion '22" of the-actuator.
