It is preferred that the surfactant be substantially evenly and completely distributed throughout the body surface of the topsheet 3. This can be accomplished by any of the common techniques well know to those skilled in the art. For example, the surfactant can be applied to the topsheet 3 by spraying, by padding, or by the use of transfer rolls.
