With its help it is possible to carry out different types of payments and settlements within the framework of the payment system, including payments for communication services (mobile, wire, satellite, IP and others), for Internet services, public utilities, payment for goods and services, transfer of funds, etc. A system and method for carrying out cashless payments from the payer's account at the payer's financial institution to the recipient's account at the recipient's financial institution within the framework of the payment system provide for using of an authorized conditional payment order, containing at least the amount of payment, and the key code, which is generated by the financial institution, and an authorized inquiry, containing at least the key code, at the same time, control for compliance of an authorized conditional payment order of the payer with an authorized inquiry of the recipient is made at least for identity of the key code, available in them. If the codes are identical, the transfer of funds is made.

Description

SYSTEM AND METHOD FOR MAKING CASHLESS PAYMENTS
FIELD OF INVENTION
This invention relates to the field of automation of commercial agreements and can be used in trade and in a sphere of rendering different types of services. With its help it is possible to carry out different types of payments and settlements within the framework of the payment system, including payments for communication services (mobile, wire, satellite, IP and others), for the Internet services, public utilities, payments for goods and services, transfer of funds, etc.
BACKGROUND OF THE INVENTION
A system for selling prepaid phone cards via phone cards vending machines (WO 9801815, IPC G06F 17/60) is known from the prior art, but it has a narrow specialization and limited functional capabilities, since it may be used only for payment of telephone conversations from specialized automatic telephones. •
There is also a well-known method of payment and receiving services and goods using cards (see USP No. 5,225,977, IPC G06F 15/30), according to which an inquiry is formed, indicating data of the card identifier, which is read from the card with the help of the data reader, and the cost of the service, this inquiry is transmitted from the local controller to the central controller, corresponding information is formed with taking into account data available in the database, in which corresponding accounts are written down, communication of back information is carried out to the local controller and work of a device on rendering services is initiated.
The shortcomings of the described method may include the fact that, it fails to ensure a sufficient security level, since the data on the card become known to sellers in the process of carrying out each payment operation.
The closest to the claimed invention state of prior art is the method of carrying out cashless payment operations by clients of banks, described in Ukrainian Patent No. 64840, IPC G06F 17/60, G07 F 19/00, H 04M 17/00. The said method includes sending information by a buyer from the buyer's mobile terminal to the center of processing payment transactions, where a person, sending information is identified and his/her requisites are received and information is sent in response, which is generated in the center of payment transactions, following that in the center of processing payment transactions control of the transaction is exercised at the buyer's financial institution, to which he/she is connected through a network of data communications, and after carrying out a transaction confirmation is sent to the buyer and the seller, at the same time, first an inquiry is made by the seller to the center of processing payment transactions with indicating the amount of transaction, also identification of the seller is made in the center of processing payment transaction and requisites of the seller are received from its/his/her identifier, after that at the center of processing payment transactions the key code of a transaction is generated, which is entered into the database, the generated key code of a transaction is transmitted to the seller on the on-line inquiry with indicating the amount of a transaction for transmitting it to the buyer, from the mobile terminal of the buyer the key code of a transaction is sent to the center for processing of payment transactions, and a transaction is carried out following control of the received key code of the transaction in the data base. A scheme of carrying out cashless payments according to a method, described in UA Patent No. 64840, is presented in Figure 1.
The shortcoming of that well-known method is its insufficient reliability in carrying out payment transactions.
In UA Patent No. 64840 C2 the buyer has a direct contact with the center for processing payment transactions, in which the data are accumulated on settlements of all the buyers. Concentration of confidential information in the center for processing payment transactions is risky, since in case of unprincipled use interests of all the clients may suffer, data of which are preserved in the designated center.
DETAILED DESCRIPTION OF THE INVENTION
The problem of simplifying the system and a method of carrying out cashless payments at the expense of withdrawal from the system and a method for carrying out cashless payments by intermediate parties is the basis of the given invention.
The problem is achieved due to the fact that in the system of carrying out cashless payments from the payer's account at the payer's financial institution to the recipient's account at the recipient's financial institution within the framework of the payment system, which includes the payer's financial institution, in which the payer's account is, and the recipient's financial institution, in which the recipient's account is, the payer makes a transfer of the authorized conditional payment order to the payer's financial institution, which contains at least the amount of payment, and the payer's financial institution generates the key code, which alongside with the conditional payment order is preserved in the information system and is sent to the Payer, who sends it to the recipient, and the recipient sends an authorized inquiry to the financial institution of the recipient, containing at least the key code, received from the payer, and after checking compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the recipient for identity of at least the key code, available in them, the payer's financial institution makes transfer of funds.
In another embodiment of the system for carrying out cashless payments from the payer's account at the payer's financial institution to the recipient's account at the recipient's financial institution within the framework of the payment system, which includes the payer's financial institution, in which the payer's account is, and the financial institution of the recipient, in which the recipient's account is, and the payment organization, the payer transmits the authorized conditional payment order to the payer's financial institution, which contains at least the amount of payment, and the payer's financial institution generates the key code, which alongside with the conditional payment order is preserved in the information system and is sent to the payer, who sends it to the recipient, and the recipient sends an authorized inquiry to the payment organization, containing at least the key code, and the payment organization carries out transfer of an authorized inquiry, which contains at least the key code, to the financial institution of the payer, and after checking for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the payment organization for identity of at least the key code, available in them, transfer of funds is made.
An authorized inquiry may contain in addition the recipient's identifier (ID).
The payer's identification may be carried out by means of personal authorization means, which is a device having a microprocessor. A mobile telephone may also serve as the personal authorization means.
Data communication may be carried out from terminals, connected among themselves by telecommunication networks.
The terminal has, at least, a microprocessor and a display.
The terminal may be a device, chosen from the group, including a mobile telephone, a personal computer, a pocket computer or a pager. Prior to carrying out transfer of funds, the financial institution sends an authorized notification of the payment guarantee to the recipient.
Prior to making a transfer the financial institution sends an authorized notification of the payment guarantee to the payment organization, which sends an authorized notification of the payment guarantee to the recipient's financial institution, and the financial institution of the recipient sends an authorized notification of the payment guarantee to the recipient. The guarantee notification shall be send immediately following control for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the recipient, at the payer's financial institution.
Before generating the key code the payer's financial institution makes checking of the payer with regard to a possibility of accepting the conditional payment order.
' Transfer of funds is carried out within the term specified by the payment system.
The financial institution of the payer is the issuing bank, and the recipient's institution is the acquirer bank.
The object of the invention is also a method of carrying out cashless payments from the payer's account at the payer's financial institution to the recipient's account at the recipient's financial institution within the framework of the payment system, in which the payer carries out transfer of an authorized conditional payment order to the payer's financial institution, which contains, at least, the payment amount, following that the key code is generated at the payer's financial institution, which alongside with the conditional payment order is preserved in the information system and is sent to the payer, who further transmits the received key code to the recipient, following that the recipient carries out transfer of an authorized inquiry to the financial institution of the recipient, which contains at least the key code, received from the payer, at the same time, a) If the payer's financial institution is the financial institution of the recipient, than following checking for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the recipient, with regard to identity of at least the key code, available in them, transfer of funds is carried out, or b) If the financial institution of the payer is not the financial institution of the recipient, than the financial institution of the recipient carries out communication of an authorized inquiry, containing at least the key code, to the payment organization, following that the payment organization carries out communication of an authorized inquiry, which contains at least the key code, to the payment organization, to the financial institution of the payer and after checking compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the payment organization for identity of at least the key code, available in them, cany out transfer of the funds, at the same time, communication of the designated data shall be carried out from the terminals, connected among themselves with the help of telecommunication networks.
In addition, an authorized inquiry may contain the recipient's identifier. The payer's identification may be carried out with the help of personal means of authorization, which is a device with a microprocessor. A mobile telephone may be the personal authorization means.
A terminal is a device, which includes at least a microprocessor and a display.
A terminal is a device, chosen from the group consisting of a mobile telephone, a personal computer, a pocket computer or a pager.
An authorized inquiry, which the recipient sends to the financial institution of the recipient, has the key code and the payment amount, received from the payer, and checking for compliance of the payment order with an authorized inquiry includes checking for identity of the designated key code and the payment amount.

The guarantee notification is sent immediately following checking for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the recipient, at the payer's financial institution.
Prior to generating the key code the financial institution of the payer carried out checking of the payer with regard to a possibility of accepting the conditional payment order.
Transfer of funds is fulfilled within the term, determined by the payment system.
The issuing bank is the financial institution of the payer and the acquirer bank is the financial institution of the recipient.
Hereinafter the terms are presented, which are used in the present description, and their definitions.
Payment system - the payment organization, members of the payment system and totality of relations emerging among them in carrying out transfer of funds. Carrying out transfer of funds is a mandatory function, which should be fulfilled by the payment system.
Payer - a participant of the payment system initiating a payment with the payment system means.
Recipient - a participant of the payment system receiving the funds through the payment system means. Issuing Bank - a member of the payment system, a financial and credit institution, which services the Payer.
Acquirer Bank - a member of the payment system, the financial-credit institution, which services the Receiver.
Key code - a succession of symbols created by the Issuing Bank for each event of the issue.
Conditional payment order - an order containing at least the payment amount, which the Payer provides to the Issuing Bank for transfer of funds to the Recipient.
Information system - totality of software and hardware, which are used for preserving and processing of information and delimiting rights of access to its separate parts.
SSL - an open protocol developed by the Netscape Company, which determines a mechanism for support of data security at the level between the TCP/IP protocol and the protocols, which are used by the high-level software (Hypertext Transfer Protocol [HTTP], Telnet, Network News Transfer Protocol [NNTP] or File Transfer Protocol [FTP]). SSL supports data ciphering, authentication of servers and clients. It was approved by the W3C consortium as a standard means of security for WEB browsers and servers.
RSA - the ciphering method, which was developed in 1997 by the RSA Data Security. This method was based on the system with double keys, private and public. (RSA is an abbreviation, which was formed from the first letters of the surnames of three founders, the RSA Data Security - Rivest, Shamir, Adelman.)
Personal authorization means (PAM) - a device, which is designated for a strict authentication of the user and for preservation of its personal cipher keys. The PAM is temporarily connected to the terminal device and at the hardware level it supports work with digital certificates and an electronic digital signature.
Authentication - a procedure for identification of the user's personality and control of the rights of access to information or fulfillment of certain actions.
Cipher key - a set of secret parameters for the cryptoalgorithm, which determine its unique conditions of enciphering (or deciphering) of information. Examples of practical implementation of the claimed invention are further presented.
Example 1
Example 1 describes a case, when the issuing bank and the acquirer bank are different banks.
With the aim of replenishing an account with the telecommunications operator, the client on the operator's site receives information about the minimum payment. Following that the client visits the WEB page of his/her own issuing bank, which services its/his/her card account and loads an authorization program from there, activates the authorization program and becomes authorized by way of connecting a personal authorization means (PAM) to the USB of the computer port.
The authorization program inquires the client about the payment amount and forms a conditional payment order of the bank. The authorization program loads this payment order into a personal authorization means (PAM), which has a micro scheme, previously programmed for the algorithm of the digital signature, the PAM signs a conditional payment order using the RSA algorithm and returns it to the authorization program.
The authorization program with the help of the SSL protocol establishes connection with the issuing bank through the Internet network and transmits a conditional payment order to the bank.
The issuing bank calculates, according to the RSA algorithm, the set of symbols, of which the conditional payment order consists, and compares the received succession of symbols with the public electronic key of the client, which is preserved in the information system of the bank. In case of identity the issuing bank checks the client's funds on the account and compliance with the established limits with taking into account the amount of the conditional order.
If the limits are not exceeded, the issuing bank accepts the conditional payment order, generates the key code and preserves it alongside with the conditional payment order in its own information system. Following that, the issuing bank communicates the key code to the authorization program.
The authorization program informs the client about a successful acceptation of the conditional payment order and presents the key code to the client.
The client copies the key code into the clipboard and ports it into a special form on the operator's site.
Having received the key code, the operator forms an inquiry of the payment guarantee, which has the key code and the payment amount, adds its own electronic signature to it, establishes the SSL connection with the acquirer bank, which services the operator, becomes authorized according to a mechanism, which is provided by the bank, and transports an inquiry of the payment guarantee to the information system of the acquirer bank.
Having received an inquiry of the payment guarantee, the information system of the acquirer bank checks the electronic signature of the operator and in case of its identity, establishes, according to the algorithm, set by the payment system on the basis of the key code, what issuing bank generated the key code, and provided it is another bank, adds an electronic signature of the acquirer bank to the inquiry of the payment guarantee, and „ transmits to the information system (IS) of the payment system.
Having received an inquiry of the payment guarantee, the IS of the payment system checks the electronic signature of the acquirer bank, and in case of identity, according to the algorithm, set by the payment system on the basis of the key code, establishes what issuing bank generated the key code, checks the balances on the limits of the issuing bank in the payment system with taking into account the amount, which is designated in the inquiry, and provided the limits are not exceeded, adds its own electronic signature to the inquiry of the payment guarantee and communicates an inquiry of the payment guarantee to the corresponding Issuing Bank.
Having received an inquiry of the payment guarantee, the IS of the issuing bank checks the electronic signature of the payment system and in case of identity checks an inquiry of the payment guarantee for compliance with any conditional payment order, which is preserved in the IS of the issuing bank according to identity of the key code. If such a conditional order exists, the issuing bank adds its own electronic signature to the inquiry of the payment guarantee and returns the payment guarantee to the IS of the payment system.
Having received the payment guarantee from the issuing bank, the IS of the payment system checks the electronic signature of the issuing bank, and in case of identity, reduces the limit of the issuing bank in the payment system, adds its own electronic signature to the guarantee and returns the payment guarantee to the IS of the acquirer bank.
Having received the payment guarantee from the issuing bank, the IS of the acquirer bank checks the electronic signature of the payment system, and in case of identity adds its own electronic signature to the guarantee and returns the payment guarantee to the operator.
Having received the payment guarantee from the acquirer bank the operator checks the electronic signature of the acquirer bank and in case of identity replenishes the client's account in its own bilingual system and informs the client about it.
A scheme of carrying out a cashless payment, which is described in Example 1, is presented in Figure 2.
At the end of the current banking day the participant banks carry out clearing and according to its results they transfer the funds from the client's account in the issuing bank to the operator's account with the acquirer bank with taking into account the commission to members of the payment system, and distribute the commission among themselves. As a result of the fulfilled operations replenishment of the client's account takes place with the telecommunications operator.
Example 2
Example 2 concerns a case, when the issuing bank and the acquirer bank is one bank.
With the aim of replenishment of the account with the telecommunications operator the client receives information about the minimal payment on the operator's site.
Following that the client visits the WEB page of his/her own issuing bank, which services his/her card account, and loads the authorization program from there. Than he/she activates the loaded authorization program and become authorized by way of connecting of the personal authorization means (PAM) to the USB of the computer's port.
The authorization program inquires the client about the amount of payment and forms the conditional payment order of the bank. The authorization program loads this order in the PAM, which has a micro scheme, previously programmed for the algorithm of the digital signature, the PAM signs the conditional payment order, using the RSA algorithm and returns it to the authorization program.
The authorization program establishes connection with the issuing bank with the help of the SSL Protocol through the Internet network and transmits the conditional payment order to the bank.
The issuing bank calculates a set of symbols according to the RSA algorithm, of which the conditional payment order consists, and compares the received succession of symbols with the public electronic key of the client, which is preserved in the Bank information system. In case of identity, the issuing bank checks the client's funds on the account for compliance with the set limits, with taking into account the amount of the conditional order.
If the limits are not exceeded, the issuing bank accepts a conditional payment order, generates the key code and preserves it alongside with the conditional payment order in its own information system. Following that the issuing bank transmits the key code to the authorization program.
The authorization program informs the client about a successful acceptance of the payment order and presents the key code to the client.
The client copies the key code into the clipboard and transmits it to a special form on the operator's site.
Having received the key code, the operator forms an inquiry of the payment guarantee, which has the key code and the payment amount, adds its own electronic signature to it, establishes the SSL connection with the acquirer bank, which services the operator, becomes authorized according to a mechanism, which is provided by the Bank and transmits the inquiry of the payment guarantee to the information system of the acquirer bank.
Having received an inquiry of the payment guarantee, the information system of the acquirer bank checks the electronic signature of the operator, and in case of identity, establishes, according to the algorithm set by the payment system on the basis of the key code, what Issuing bank generated the key code and, in case that the issuing bank and the acquirer bank coincide, adds its own electronic signature to an inquiry of the payment guarantee, and checks an inquiry of the payment guarantee for compliance with any conditional payment order, which is preserved in its own IS according to identity of the key code.
If such conditional order exists, the acquirer bank adds its own electronic signature to an inquiry of the payment guarantee and returns the payment guarantee to the operator.
Having received the payment guarantee from the acquirer bank, the operator checks the electronic signature of the acquirer bank and, in case of identity, informs the client about accepting of the payment and gives the client the code of replenishing the account in its own bilingual system.
At the end of the current banking day the acquirer bank transfers funds from the payer's account to the operator's account with taking into account its own commission.
As a result of carried out operations replenishment of the client's account takes place with the telecommunications operator.
A scheme of carrying out a cashless payment, which is described in Example 2, is presented in Figure 3.

Claims

1. A system for carrying out cashless payments from the payer's account at the payer's financial institution to the recipient's account at the recipient's financial institution within the framework of the payment system, comprising the financial institution of the payer, in which the payer's account is, and the financial institution of the recipient, in which the recipient's account is, where the payer carries out transfer of an authorized conditional payment order to the financial institution of the payer, which has at least the payment amount, and the financial institution of the payer generates the key code, which alongside with the conditional payment order is preserved in the information system and is sent to the payer, which/who transmits it to the recipient, and the recipient sends an authorized inquiry to the financial institution of the recipient, which contains at least the key code, received from the payer, and following checking for compliance of the conditional payment order, received from the recipient, for identity of at least the key code, available in them, the financial institution of the payer carries out transfer of the funds.
2. A system for carrying out cashless payments from the payer's account at the payer's financial institution to the recipient's account at the recipient's financial institution within the framework of the payment system, comprising the financial institution of the payer, in which an account of the payer is, and the financial institution of the recipient, in which an account of the recipient is, and the payment organization, where the payer carries out transfer of an authorized payment order to the financial institution of the payer, which contains at least the payment amount, and the financial institution of the payer generates the key code, which alongside with the conditional payment order is preserved in the information system and is sent to the payer, which/who transmits it to the recipient and the recipient transmits an authorized inquiry, which contains at least the key code to the payment organization, and the payment organization carries out communication of an authorized inquiry, which contains at least the key code, to the financial institution of the payer and following checking for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the payment organization, for identity of at least the key code, available in them, transfer of funds is carried out.
3. A system according to claims 1-2, wherein an authorized inquiry contains the key code and the payment amount, received from the payer, and checking for compliance of the conditional payment order with an authorized inquiry includes checking for identity of the designated key code and the amount of payment.
4. A system according to claim 1 , wherein before carrying out transfer of the funds the financial institution sends an authorized notification of the payment guarantee to the recipient.
5. The system according to claim 2, wherein prior to carrying out transfer the financial institution of the payer sends an authorized notification of the payment guarantee to the payment organization, which sends an authorized notification of the payment guarantee to the financial institution of the recipient, and the financial institution of the recipient sends an authorized notification of the payment guarantee to the recipient.
6. The system according to claim 5, wherein notification of the payment guarantee is sent immediately following control for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the recipient, at the financial institution of the payer.
7. The system according to claims 1-6, wherein an authorized inquiry, in addition, contains identifier of the recipient.
8. The system according to claims 1-7, wherein identification of the payer is carried out with the help of personal authorization means, which is a device containing a microprocessor.
. 9. The system according to claim 8, wherein a mobile telephone is the personal authorization means.
10. The system according to claims 1-9, wherein data communication is carried out from terminals, connected between themselves with the help of telecommunication networks.
11. The system according to claim 10, wherein a terminal has at least a microprocessor and a display.
12. The system according to claim 11, wherein a terminal is chosen from a group including a mobile telephone, a personal computer, a pocket computer or a pager.
13. The system according to any one of claims 1-12, wherein before generation of the key code the financial institution of the payer carries out control of the payer, with regard to a possibility of accepting a conditional .payment order.
14. The system according to any one of claims 1-13, wherein the transfer of funds is carried out within the terms determined by the payment system.
15. The system according to any one of claims 1-14, wherein the issuing bank is the financial institution of the payer, and the acquirer bank is the financial institution of the recipient.
16. A method for carrying out cashless payments from the payer's account at the financial institution of the payer to the recipient's account at the financial account of the recipient within the framework of the payment system, in which the payer carries out transfer of an authorized conditional payment order to the financial institution of the payer, containing at least the amount of payment, following that at the Financial institution of the payer the key code is generated, which alongside with the conditional payment order is preserved in the information system and is sent to the payer, which/who further transmits the received key code to the recipient, following that the recipient carries out transfer of an authorized inquiry, containing at least the key code, received from the payer to the financial institution of the recipient, at the same time, a) in case if the financial institution of the payer is the financial institution of the pecipient, than following control of compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the recipient, for identity of at least the key code, available in them, transfer of funds is carried out, or b) in case if the financial institution of the payer is not the financial institution of the recipient, than the financial institution of the recipient carries out transfer of an authorized inquiry, which contains at least the key code, to the payment organization, following that the payment organization carries out transfer of an authorized inquiry, containing at least the key code, to the payment organization, the financial institution of the payer and following control for compliance of the conditional payment order, received from the payer, with an authorized inquiry, received from the payment organization, for identity of at least the key code, available in them, transfer of funds is made, at the same time, communication of the designated data is made from the terminals, connected among themselves with the help of telecommunication networks.
17. The method according to claim 16, wherein an authorized inquiry, in addition, has identifier of the recipient.
18. The method according to claim 17, wherein identification of the payer is performed by personal authorization means, which is a device having a microprocessor.
19. The method according to claim 18, wherein a mobile telephone is the personal authorization means.
20. The method according to claims 16-19, wherein a terminal has at least a microprocessor and a display.
21. The method according to claim 20, wherein a terminal is chosen from a group including a mobile telephone, a personal computer, a pocket computer or a pager.
22. The method according to any one of claims 16-21, wherein an authorized inquiry, which is sent by the recipient to the financial institution of the recipient, contains the key code and the amount of payment, received from the payer, and control for compliance of the conditional payment order with an authorized inquiry includes control for identity of the designated key code and the amount of payment.
23. The method according to any one of claims 16-22, wherein prior to making transfer of the funds, if the financial institution of the payer is the financial institution of the recipient, the financial institution sends an authorized notification of the payment guarantee to the recipient, or if the financial institution of the payer is not the financial institution of the recipient, the financial institution of the payer sends an authorized notification of the payment guarantee to the payment organization, which sends an authorized notification of the payment guarantee to the financial institution of the recipient, and the financial institution of the recipient sends an authorized notification of the payment guarantee to the recipient.
24. The method according to claim 23, wherein the guarantee notification is sent immediately , following control for compliance of a conditional payment order, received from the payer, with an authorized inquiry, received from the recipient, at the financial institution of the payer.
25. The method according to any one of claims 16-24, wherein before generating the key code the financial institution of the payer carries out control of the payer with regard to accepting a conditional payment order.
26. The method according to any one of claims 16-25, wherein the transfer of funds is effected within the term, determined by the payment system.
27. The method according to any one of claims 16-26, wherein the financial institution of the payer is the issuing bank, and the financial institution of the recipient is the acquirer bank.
