  • Each issuing bank decides on the amount to be allocated to clearing transactions. This amount, released in a fiduciary currency, is deposited in an account opened with a third party trust. • Such a system ensures the guarantee of all the clearing operations, and protects the partner institutions of the network against any bankruptcy or default of an Issuing Bank.

Abstract

Modelling and operating system allowing the creation and the administration of a public document thus digitized and access to which for consultation and use is made via a portable telephone or a PDA. Here the expression public document is understood to mean a document which exhibits the following characteristics: • It is generated by a well-defined organization identified in a unique manner in the system. • It is intended for a defined user identified in a unique manner in the system. The document is modelled numerically, the model thus obtained is integrated into the operating system. The enterprise or organization uses a document server to send a document of this type. The user uses his portable telephone to access the mobile digital document of which he is the owner. For this purpose it suffices for the mobile telephone to be equipped with a data link support (GSM, GPRS, UMTS, CDMA or the like) and with the client software of the operating system. The process becomes a mobile currency operating and creation system, and an electronic payment means when the document to be modelled is a monetary currency.

Domaine TechniqueTechnical area
This invention refers to the modeling of a public document, managed by an operating system, and accessible via a mobile phone. It is also, and de facto, a means of payment, as long as the modeled document is a currency.
It is generated by a well-defined organization and uniquely identified in the system.
• II est destiné à un utilisateur défini et identifié de manière unique dans le système.• It is intended for a user defined and uniquely identified in the system.
Enfin, les considérations écologiques et de développement durable imposent la recherche d'une alternative à l'utilisation du papier, facteur important de déforestation.[3] One of the consequences of the emergence of new information technologies is the ever-shrinking use of paper as a medium for the exchange of documents. The reports are transmitted in USB keys, the fax is abandoned in favor of the emails, even the greeting cards are now digital. However, there is one area where paper support remains: public documents. Whether they are air tickets, insurance contracts, driving licenses, banknotes or other voter cards, these documents, although available, in some cases, in databases of organizations responsible for their emissions are always delivered to their holders in paper form. The document is therefore essentially static. Its routing or modification requires a heavy process (moving the holder to the place of issue). The loss of the document if it is not definitive, implies a process of generation of duplicate slow, heavy and expensive; the paper document is naturally exposed to forgery. Lastly, ecological and sustainable development considerations call for the search for an alternative to the use of paper, an important factor in deforestation.
Disclosure of Invention Utilisation de la monnaie fiduciaire[4] Money is a particular document whose modeling is of major interest in the current modern economic and financial context. It is of obvious interest to developing countries. Disclosure of Invention Use of fiduciary money
Ils présentent, de part leur nature, plusieurs inconvénients par rapport à la monnaie fiduciaire papier ou métal:[5] Fiduciary money, since its inception has gone through all technological evolutions and revolutions without intrinsically changing. She always stays materialized by metal (coins) and paper (notes). If new modern monetary tools have been created, (electronic payment systems, bank cards) these do not replace money, but are simply means of payment. They do not constitute in any way an evaluation of the fortune of their possessor. The introduction of the check was one of the first important steps in the dematerialization of the currency. Others have followed, the most widespread system being currently the bank card. All these systems are only means of payment, that is, instructions for transferring money from one account to another. They present, by their nature, several disadvantages compared to paper or metal fiduciary money:
Un tel processus nécessite plusieurs jours et peut aboutir à un échec de la transaction.• The paid, receiving from the payer a payment by means of payment (check, card or other ...) will be able to dispose of this new wealth, only after a long process of verification, debit of the account of the payer with a bank of the latter, resolutions of interbank clearing transactions, credit of the payee's account. Such a process requires several days and may result in a failure of the transaction.
Elle est immédiatement disponible et non révocable.• The receiving payee, on the other hand, the payer of the fiduciary money, can immediately enjoy this new wealth. It is immediately available and not revocable.
Ce procédé présente cependant, deux inconvénients principaux:[6] More recent methods have involved using a smart card as a wallet, that is to say a container that can receive virtual currency. In this case, and unlike the credit card, the money is stored on the chip, so there is no need to hold a bank account. This process, however, has two main disadvantages:
The mobilization of money in the smart card automatically requires the use of a suitable terminal, usually expensive. It is not possible to directly transfer money from one card to another.
Storing money directly on the smart card makes it difficult, if not impossible, to control the amount of currency in circulation. An illicit creation of virtual money would be virtually undetectable.
Solution technique[7] The means of payment as presented above are particularly adapted to the advanced companies, in which the rate of banking exceeds 100%. This is not the case for developing countries where the banking rates are generally well below 5%. The individual who does not have a bank account has no means of payment. The use of the liquid is therefore mandatory under these conditions. Given the fact that these countries all have the particular characteristic of having a high penetration rate in mobile telephony, a system for modeling and operating money that could be mobilized by a telephone mobile would be an answer to the problems posed by the handling of cash. Technical solution
La monnaie ainsi obtenue sera entièrement gérée le système d'exploitation objet de la présente invention.[8] The solution is to model the fiduciary currency following the precedent described in this document. The currency thus obtained will be fully managed the operating system object of the present invention.
[9] La Banque émettant et garantissant la monnaie électronique pourra gérer et administrer sa monnaie via une interface spacialisée reliée à un centre de traitement.[9] The Bank issuing and guaranteeing the electronic money will be able to manage and administer its currency via a spacialized interface linked to a processing center.
The access of the document owner, both in use and in consultation is through specific software embedded in his mobile phone or his personal assistant Advantages
Ses caractéristiques sont:[11] The electronic money thus obtained offers the same flexibility as fiduciary money, without the disadvantages of this one. Its characteristics are:
It has a fixed parity (1/1) with a real currency to model.
• Elle constitue une unité de mesure de la richesse• It is a unit of measure of wealth
• Son utilisation ne nécessite pas l'ouverture d'un compte bancaire• Its use does not require the opening of a bank account
• Le transfert d'un utilisateur à un autre est simple direct et instantané• Transfer from one user to another is simple direct and instantaneous
• Le transfert d'un utilisateur à un autre est irrévocable.• Transfer from one user to another is irrevocable.
[12] Elle présente en outre les particularités suivantes:• Its validity for a given currency is independent of the issuing bank. [12] It also has the following features:
• Elle est traçable• It is traceable
• Toute injection de fausse monnaie mobile(electronique) serait immédiatement détectée.• Any injection of counterfeit (electronic) currency will be immediately detected.
Le tout constitue un système d'exploitation complet de document modélisé mobile.[13] The overall architecture of the system is as shown in Figure 1. This organization revolves around a data center (106). The role of this center is to process, order and archive messages and data from the different actors in the system. Each of these actors has a precise entry point allowing them to communicate with the treatment center. The four main access points are: the Mobile User Interface (102), the Corporate User Interface (103), the Modeling Authority Interface (104), and the Organizing User Interface (105). Each of its interfaces acts as an access controller to the central processor unit (101). The whole thing is a complete operating system of mobile modeled document.
The Modeling Authority is the highest hierarchical entity for the type of document concerned. The system admits a single authority of modeling by type of modeled document. It receives a specific server (108) allowing it to set the parameters governing the document to be modeled, to manage the issuing organizations, to act as relay in the context of interchangeability of documents emanating from different issuing organizations.
It receives a specific server (109) allowing it to create its own digital documents, following the model defined by the Modeling Authority on which it depends, to manage the Corporate Users, and to set the specific parameters specific to its documents.
This is for example a travel agency if the document is a plane ticket, a border police service if the document is a passport. It receives a specific router (110) allowing access for consultation or, where appropriate, processing a mobile user's document.
Il peut alors utiliser le système.[17] The mobile user is an entity independent of all others. He uses his mobile phone as an access interface to the general system. Thanks to a specific application (resident or downloaded in his mobile), the user completes a registration form. In addition to the last name, first name, telephone, the form asks the user to choose a PIN code. The main function of this code is to protect access to the various documents of the holder. Before sending the form information to the processing center, the application generates a key pair: a public key and a strictly confidential private key. The responses of the forms and the public key are then sent to the processing center which stores them in the database center (114). The center returns a unique ID number UId. The application encodes the UId, key pair, and other user information and stores it in the nonvolatile memory of the phone. The PIN code is used as the encoding parameter. This code must remain strictly personal and never circulates on the data transmission network. It is also not stored in clear memory of the mobile phone. In case of loss of the PIN code it is impossible to find it, nor to have access to the scanned documents. A special recovery procedure is provided for this purpose. At the end of the registration process, the mobile user is registered and uniquely identified. He can then use the system.
All the following figures illustrate a situation in which the document to be modeled is a monetary currency.
The Modeling Authority becomes the Monetary Authority. Its specific server (108) allows it to set the parameters governing the general monetary policy of the currency, to manage the issuing banks, to play the role of relay in the framework of interbank clearing operations and to issue its own mobile currency who will only serve as a clearing instrument for such interbank transactions.
[20] L'organisation Emettrice devient Banque Emettrice. Its specific server (109) allows it to create its mobile currency in the currency of the Monetary Authority on which it depends, to manage the Corporate Users, and to set the parameters of its particular monetary policy. It therefore guarantees 100% of all funds created in its own mobile currency.
The organization thus developed becomes an efficient payment method, as flexible and even more reliable than payment in cash.
Each transaction made by the user is digitally signed or encoded using the private key stored in the phone. The processing center uses the public key of the user available in the database to verify the signatures (FIG. 3).
The issuance of mobile currency can be done either manually or automatically as part of a clearing transaction.
[24] L'émission de devise mobile manuelle est faite à partir d'un poste du serveur de la[24] The manual mobile currency issue is made from a server station of the
Banque Emettrice. Issuing bank. The operator enters the amount of mobile currency to be issued. The message is sent by the server to the processing center which, after validity checks, debits the deposit fund and credits the operating fund of the issuing bank. The balance of the deposit fund is the amount counter-guaranteed by the issuing bank. It is always strictly equal to the sum of the balances of all mobile accounts or wallets opened in the mobile currency of the issuing bank.
Ils se rapportent généralement aux procédures de contrôle anti blanchement.[25] A transaction consists of one or more unit transactions. Each fund (or account) is systematically controlled for each unit transaction so that the state of the funds is compatible with the operating parameters of the mobile currency generally fixed by the Administrative Authority, and in particular by the Bank. Issuer. Failure of any one of these checks implies the cancellation of the entire transaction. The basic system settings are set by the operating system. They generally relate to anti-money laundering procedures.
[26] La devise mobile émise devient alors immédiatement disponible à la vente.[26] The issued mobile currency then becomes immediately available for sale.
The mobile user can buy the mobile currency via his mobile phone following the precursor described in fig 2. This illustrates the example of a user wishing to buy 1000F in mobile currency. He gives 1000F in fiduciary currency to the emitting bank's agent, and gives him his unique identifier in the Operating System (201). This information is entered by the agent on the Bank Issuer server (203). It transmits them to the data center, which returns a control code (206). This code is communicated orally by the agent to the user (207). He consults his mobile phone and will find an operation waiting for validation. The validation is done by entering the control code received in (208). Recognition of this code tells the system that the recipient has been successfully identified. The Processing Center then returns a complete summary of the transaction. The user chooses the wallet in which he wishes to keep the mobile money. If he has no active portfolio, he is proposed to create one whose currency will be that of the Bank from which he buys the mobile currency. After sending the confirmation of the selected portfolio, the Processing Center processes the transfer (220) and returns the result to both parties.
Le processus est beaucoup plus complexe lorsque l'on a affaire à deux banques émettrices différentes.[27] The transfer from one portfolio to another is trivial when both portfolios store the mobile currency of the same issuing bank. The process is much more complex when you have two different issuing banks.
The initial stage of Figure 5 describes a situation in which an Authority
Monetary AMl is designated for the management of US Dollars (USD). It has the ability to generate its own mobile currency called usdl.
Enfin Un utilisateur mobile dispose d'un porte-monnaie en usd3.USD within a given geographical area. AMl generates an issuing bank (B E4) which will be able to issue its own usd4 currency. AM2 whose mobile currency is usd2, generates a issuing bank (BE3) in its geographical area. The mobile currency of BE3 is usd3. The corporate UC user wants to accept mobile currency. It is close to BE4 for the opening of a portfolio in usd4. Finally A mobile user has a wallet usd3.
Le CT (106) exécute de la même façon les opérations (503) et (504).[30] In the next step, BE3 decides to issue 10,000 usd3, secured by US $ 10,000 which it deposits in one of its own accounts. The Processing Center (106) debits the $ 10,000 deposit account (501) and credits the BE3 operating account of 10,000 usd3 (502). BE4 decides to issue 500 usd4 in the same way. The CT (106) performs the same operations (503) and (504).
Son Autorité[31] BE3 estimates its compensation fund needs at USD 10,000. His Authority
AM2 émet alors en échange, 10.000 usd2 (507) qui sont reversés à BE3 (508).Direct money being AM2, she deposits 10,000 USD in an open deposit account with a trusted third party (eg a Central Bank) (506). AM2 then issues 10,000 usd2 (507) in return for BE3 (508).
[32] L'utilisateur mobile UM décide d'acheter 1600 usd3. BE3 receives 1600 USD from UM and enters through its server (109) the request for sale of 1600 usd3 to UM. The CT (106) executes the operation (505) of transferring 1600 usd3 from the operating fund of BE3 to the UM wallet. The total of usd3 circulating (8400 funds BE3 + 1600 UM wallet) must always remain equal to the total amount of the deposits (10.000 USD), which guarantees the non-creation illicit mobile currency.
It takes as a starting point, the final step of Figure 5. UM must pay UC a service or merchandise for an amount of 900 USD. UM decides to pay in mobile currency. UM asks UC for its corporate identifier. UM enters on his mobile phone the amount to be paid: 900 USD and the unique identifier of the beneficiary. The message is sent to the CT (106) by data link of the telephone. Transaction takes place in several unit operations. At the end of each unit operation, the CT (106) automatically verifies that the accounts (wallet and wallet) remain within the limits set by the general parameters of the Monetary Authorities and the particular parameters set by the issuing banks. Failure to meet a single limit will result in the complete cancellation of the entire transaction.
Le[34] In this case, the CT (106) first determines the routing of the operation. The
This currency is managed by BE3 which depends on AM2, which depends on AMl. The dependency tree of UM is thus: usd3-> usd2-> usdl.
Le routage est donc usd3->usd2->usdl-> usd4.The dependency tree of UC is thus: usd4-> usdl. The CT thus obtains the routing by combining the two dependency trees. The routing is therefore usd3-> usd2-> usdl-> usd4.
[36] Opération en usd3: le CT (106) transfère 900 usd3 du porte monnaie de UM vers le fonds de fonctionnement de BE3 (601). Puis il exécute un transfert de 900 usd2 depuis le fonds de compensation BE3 vers le compte de fonctionnement de AM2 (602).[36] Operation in usd3: the CT (106) transfers 900 usd3 of UM's wallet to the operating fund of BE3 (601). Then it performs a 900 usd2 transfer from the BE3 clearing fund to the AM2 operating account (602).
It must therefore automatically generate a 900 usdl purchase order. It transfers 900 usd2 available from the AM2 operating fund to the usd2 compensation fund of AMl (605). for purchase of usdl equivalent.
It must automatically generate 900 usdl. It transfers 900 usd2 available in AMl's clearing fund to AML's usd2 deposit fund (606). It generates the issue of 900 usdl which are guaranteed by the 900usd2 in trust funds (607). He can then transfer 900 USD to the AM2 Clearing Fund (608). The usdl currency purchase transaction is complete. The CT (106) can then execute (604) the transfer of 900 usdl to the clearing account of BE4.
[39] Opération en usd4: le CT (106) constate que BE4 n'a que 500usd4 disponibles.[39] Operation in usd4: the CT (106) finds that BE4 has only 500usd4 available.
It transfers 400 usdl available in BE4's clearing fund to the usdl deposit fund of BE4 (609). It generates the issue of 400 usd4 which are guaranteed by the 400usdl in trust funds (610). BE4 now has 900 usd4 and the CT (106) can then transfer them to the wallet in usd4 of UC.
Le terminal (112) de UC génère si besoin, l'impression d' un ticket de paiement.[40] The transaction is thus completed and the TC (106) sends a notification to each of the two parties. The CPU terminal (112) generates, if necessary, the impression of a payment ticket.
L'Autorité Monétaire de la banque emettrice, notifiée du dépôt peut alors émettre l'équivalent en devise de compensation.[41] Although the management of transactions is organized around a central system, the issuing bank has a total management autonomy of the currency it issues. The ability to set the funds individually or collectively is a real tool for managing the mobile currency. The anti-money laundering policy is determined by the configuration of Corporate Users' wallets and Mobile User wallets. The parameters involved in this case are generally the maximum balance that can hold the fund, the maximum amount allowed for each transaction, the maximum cumulative amounts of transactions in a given period. The interbank clearing policy is becoming simpler and stricter. Each issuing bank decides on the amount to be allocated to clearing transactions. This amount, released in a fiduciary currency, is deposited in an account opened with a third party trust. The Monetary Authority of the issuing bank, notified of the deposit, can then issue the equivalent in compensation currency.
[42] Such a system ensures the guarantee of all the clearing operations, and protects the partner institutions of the network against any bankruptcy or default of an Issuing Bank.
