Abstract
The invention is a management system and method for payment by electronic cheque which eliminates the disadvantages arising from paper cheques while commercially functioning the same as physical paper cheques, and enables the interaction between the bank, drawer, bearer and endorser to be managed by a centre equipped with computer servers and cabled/wireless communication infrastructures. The present invention comprises the steps of a drawer requesting an electronic cheque by accessing the said centre of the system on the internet by means of an interface projected onto a screen of a device such as a computer, mobile phone, etc., the centre sending the said cheque request to the concerning bank, the bank completely or partially approving or rejecting a cheque request in accordance with an approval decision by selecting a cheque request that is desired to be approved or by reaching a request directly with the client information after controlling the cheque requests within a control and approval procedure in its own structure, the drawer entering the desired to be drawn cheque's bearer's ID number and the amount that the cheque will represent into the system in the provided interface, the cheque being arranged in the name of the concerning bearer with a simple drawing command after the data has been entered, the said centre transmitting the drawn cheque to its bearer, the bearer reviewing and approving the e-cheque through the provided interface on the system or it being rejected, i.e. the transaction being completed.

MANAGEMENT SYSTEM FOR PAYMENT BY ELECTRONIC CHEQUE AND A
METHOD THEREOF Field of the Art
The invention relates to a cheque which will solely be operated in an electronic environment in such a manner that its operation with today's information technologies is enabled in order to increase the reliability of cheques which are of non-cash payment systems and to render the payment by cheque mechanism easier and faster, and a system enabling the safe managing of processes such as writing, drawing, cashing or converting said cheque into credit, and a method concerning the operation of this system. More specifically the present invention relates to a payment management system by an electronic cheque which enables the management of transactions throughout the life cycle of the cheque created in an electronic environment using today's information processing technology to render paying by cheque, which is currently used as an alternative to cash, yet causes trust issues between parties during a business transaction as it is subjected to malicious amendments and practices, safer, and a method for the operation of said system.
State of the Art A cheque is a valuable piece of paper which renders business life easier, prevents the drawer from having to carry cash around and having to continuously go to the bank for cash, and substitutes cash. It is highly useful for the rapid and reliable development and finalisation of trade collaborations between reliable parties. However, cheques have caused distrustfulness among persons who have to receive a cheque for business they have done or services they have provided due to fraudulency such as cheque counterfeiting, the cheque being unrequited, etc.
Apart from these, the bank client must go to the bank and apply in order to physically create a check book. The bank decides whether to provide a cheque book by viewing the client's past financial activities, credit rating, bank account related to the cheque,
etc. This places a heavy load on both sides at the very beginning of creating a cheque book. Also, the risk of losing the cheque book, the cost of the cheque book, not being able to track the drawn cheques and the cheque physically changing hands during its lifetime is due to the inadequacies of carrying out transactions with physical cheques.
Furthermore, the process of endorsing the cheque to others for its use in business within its term by its first bearer causes additional loss and tracking issues. The cheque's bearer has to carry many burdens such as the difficulties of querying the reliability of the cheque's drawer and the requirement of taking the cheque to the bank in the case of cashing or pledging the cheque. Physical cheques bring about efficiencies as well as many laborious duties for the bank due to many additional matters such as printing a cheque book for both the bank and the client, having to constantly answer to bearers questioning reliability after their client has drawn a cheque, undertaking an important risk in the cases of cashing or pledging cheques brought to the bank.
Many different payment methods have been developed in order to eliminate such laborious duties and issues with cheques. Generally these are card based payment systems and unlike credit cards, they carry the properties of the cheque system.
Patent Application No. TR 2010 05347 discloses a card system in electronic credit and payment transactions. An alternative finance means is attempted to be presented being similar to the credit card in appearance, yet not having a limit for the client unlike credit cards and is predicted to replace other valuable documents such as cheques, deeds, etc. However, the herein described system is understood to improve a completely new and alternative credit and payment means rather than the electronic operation of the present physical cheque. The card which is thought to replace the present physical cheque stub is suggested as a payment means which SMEs and private and corporate companies can reliably use. The largest obstacle in front of the herein suggested system becoming an alternative to the cheque is the need for POS terminals in the transactions of the card presented in the system. Consequently, it is understood that an electronic cheque capable of being created using present information processing and communications technology infrastructures without requiring an additional means is not forseeable in any manner.
Utility model application no. TR 2013 1 1876 discloses a valuable paper regulation and a suitable device for this system. This relates to rendering relations between the drawer-beneficiary-drawee more reliable by regulating valuable papers such as cheques, deeds, etc. and tracking their circulation in the economy. It is mentioned that the device comprises an optical writer, electronic screen, buttons such as a button for determining the valuable paper as a cheque, a button for determining the valuable paper as a deed and a delete button, and a roll chamber. Even though it appears as a solution aimed to be developed against the risks that valuable papers create in the field as a technical issue, the transactions are understood to be an approach aiming at rendering the present papered system more practical and faster, rather than a literally projected electronic system. However, as the system requires a lot of physical hardware regarding the parties, it is far away from being an alternative to completely eliminate the disadvantages of the present cheque system. U.S. Patent No. 7505944 discloses a method and system of payment by electronic cheque. Solutions presented to resolve issues that a payment recipient having a device configured to receive a payment from said electronic cheque with an electronic cheque approved by a financial institution may face from the party to make the payment are disclosed herein. Particularly the issues which may surface when the payments are desired to be transacted "off-line", in which it is not possible to connect to a financial server related to the electronic cheque. However, a physical card is accredited to the beneficiary, rather than the cheque stub in the herein mentioned electronic cheque system. U.S. Patent Application No. 2005 0182710 discloses a method of processing an electronic cheque payment using mobile communication means. Herein, creating a cheque and the payment operation thereof is mentioned, using mobile communication between the beneficiary having a mobile phone with a SIM card and the bearer being in the position of receiving a payment and having another mobile phone with a SIM card. In the solution trying to reach a result using only the mobile telephones of the users, the resolution of many issues such as drawing, endorsing and cashing a cheque was not foreseen.
As a result, providing a fast and simple system and method of payment by cheque which eliminates risks and issues such as the loss, theft, falsification of physical
cheques, the creation of counterfeit cheques, the cheques being unrequited, etc. that the drawer being the user of the cheque, bearer, endorser and bank live through during all of the transactions with the cheque such as creating a cheque book, drawing, endorsing, cashing or pledging a cheque was rendered mandatory.
Object of the Invention and Brief Description of the Invention
The object of the invention is to provide a system enabling the safe managing of processes such as writing, drawing, cashing or converting a cheque into credit and said cheque which will solely be operated in an electronic environment in such a manner that its operation with today's information technologies is enabled in order to increase the reliability of cheques, and to render the payment by cheque mechanism easier and faster, and a method concerning the operation of this system. Another object of the invention is to develop a payment management system by an electronic cheque which enables the management of transactions throughout the life cycle of the cheque created in an electronic environment using today's information processing technology to render paying by cheque, which is currently used as an alternative to cash, yet causes trust issues between parties during a business transaction as it is subjected to malicious amendments and practices, safer, and a method for the operation of said system.

Detailed Description of the Invention
The invention is a management system for payment by electronic cheque which eliminates the disadvantages arising from paper cheques while commercially functioning the same as physical paper cheques, and enables the interaction between
the bank (200), drawer (100), bearer (400) and endorser (500) to be managed by a centre equipped with computer servers and cabled/wireless communication infrastructures. The drawer having an electronic cheque request sends a request for an electronic cheque by determining the bank (200) and branch and the number of pages necessary in the cheque (101) through an interface by accessing the system of the invention via the internet. The drawer's cheque creation request (141) is transmitted to the bank (200) by the system (1 1 1). As the bank (200) may view a certain cheque request with information such as their client's ID or tax identification number, first name and last name through an interface for tracking electronic cheque requests on the system via the internet, it may also list all requests from a certain date range by entering a date range (201 ). After the bank (200) has monitored the cheque requests within a control and approval procedure in its own structure (202), it may completely or partially approve or reject a cheque request in accordance with an approval decision by selecting a cheque request (21 1 ) that is desired to be approved or by reaching a request directly with the client information. In order to assist the bank's (200) internal approval procedure and to rapidly obtain information about their client, the system of the invention offers alternatives for controlling their client's current status prior to approval. Thus, prior to approving the cheque request (141) the bank (200) finds the opportunity to rapidly view details such as the cheque index, credit rating, unrequited cheque status, drawn cheques, blank cheques, post-dated cheques, etc. concerning their clients and to evaluate them in their own approval procedure. If the bank approves its client's electronic cheque generation request (141), the electronic cheque formation process begins (21 1) by approving the cheque request (141) through an interface which the system presents.
An e-cheque reference number is assigned to each electronic cheque arranged as a result of the bank (200) approving an electronic cheque request (141). The relevant cheque and drawer can be rapidly accessed on the system as this assigned number provides the generated electronic cheque's singularity on the system, and as the bank and branch related to the cheque and the drawer's ID information is found with the information found on the reference number (220). For example, a reference number may be formed of a combination of the bank code, branch code, the drawer's ID number, year of creation and serial number information.
After the electronic cheque has been created, the drawer may draw as many pages in the virtual cheque stub assigned to the drawer. As one may access the electronic cheques with the reference number created, cheques assigned to that person may also be accessed by selecting the bank (200) and branch information when drawing a cheque on the system is desired. For example, by rapidly listing the cheques given by the Akatlar branch of Akbank, one may select a cheque desired to be drawn and give the instructions to the system to draw via a button on the interface. When a drawer desires to draw by selecting any cheque, he/she may enter data by seeing a cheque template similar to a physical cheque on a drawing interface. The important point herein is to notify the system about the bearer and amount of the cheque desired to be drawn. Therefore, the drawer enables the first name and the last name of the bearer (400) to be provided by the system by entering the desired to be drawn cheque's bearer's (400) ID number into the system in the provided interface. If the appearing first and last name corresponding to the entered ID number belong to the bearer which is the desired drawee, the amount that the cheque will represent is entered into the system by the drawer. After the data has been entered, the cheque is arranged in the name of the relative bearer with a simple draw instruction. As the drawer is drawing a cheque, he/she may also obtain a report belonging to themselves via an interface presented by the system (222). He/she may access their own past information with options such as show my cheque report, show my risk report, show my cheque index, show my credit rating, show my negative cheque information, etc. with the "report consent" option which will appear on the interface. Whether the information entered into the system is the final information is queried by the system for the last time and the final consent of the drawer is obtained as the cheque is being drawn. Then, the cashed cheque is provided for the access of the bearer (400) that is a member of the system. The bearer (400), whose information if found on the drawn cheque, may now access the information of the relevant cheque after drawing the cheque (410). Through the interface that the system presents to the bearer, he/she views the details of the drawn cheque (412) and approves that the electronic cheque is suitable with for example an approval button (414) if it is suitable for themselves.
In the document based cheque payment system in the prior art it is not possible to track by how many people or by whom the cheque of which the bearer (400) has not been stated and has been endorsed to somebody else until its due date arrives, is endorsed. However, as the system of the invention enables the bearer to very rapidly and practically endorse their cheques to somebody else, he/she may also view how many times the cheque has changed hands since the drawer by rapidly viewing the history of the relevant cheque.
In the stages after drawing in the electronic cheque system of the invention, the cheques in the hands of he bearer may be easily tracked prior to endorsing and cashing of the cheque (410). A user signing into an electronic cheque system that they are a member of may access the sum of the cheques they posses, the draw date, bank, branch, drawing cheque index and other detailed information. In the details, by how many people and on which dates the said cheque has been endorsed after drawing may also be seen (412).
The user desiring to carry on trading with his/her present cheques may endorse these by entering the personal information of the person he/she wishes to endorse into the system by means of choosing and selecting the cheques he/she wishes to endorse with the endorsing screen which the system provides. The endorsed cheques are sent to the endorsed concerning person through the system. In order to approve the cheques endorsed to themselves, by signing into the system, the option to view the details of the said cheques and to finally confirm these is provided to the person to whom the cheques have been endorsed by the system. The person to whom the cheques have been endorsed may accept or reject the endorsed cheques through the system.
The member registered on the system may cash or pledge the cheques in their hands to a bank through the system. For this, after signing into the system he/she may apply for cashing or pledging the cheques to a desired bank by choosing from a list of cheques he/she may cash/pledge by means of an interface configured for the cashing/pledging steps. Cheques which are wanted to be applied to a bank for cashing or pledging (51 1) are transferred to the bank by the system (512). The bank (200) reviews these electronic cheques transferred through the system and applied for cashing or pledging. During this review, he/she may gain information about the
reliability of the cheque by practically obtaining a report concerning the drawer from the system. This particularly provides a quick reply to their clients who wish to pledge the cheque or who are the ultimate holder of the cheque when the drawer is not a client of the bank. Thus, the bank may approve or reject the cashing or pledging process relating to the cheque through the system.
The clients benefiting from the system (including banks using the system) may practically and rapidly follow and report all their active cheques. They may review the last status of their associated cheques by filtering them according to the statuses of all the cheques such as the cheques they have drawn, endorsed, cashed or pledged themselves, or cheques endorsed to themselves. For this, as cheques may be reviewed without specifying a filter criterion, the cheque or cheques of a desired attribute may also be reviewed by filtering with information such as the bank, branch, cheque status, cheque relationship (endorser, bearer, drawer), amount range, date range. If desired, a certain cheque is provided through the system by directly entering the reference number and the final status may be viewed.
Figure 1 shows a flow diagram regarding requesting an electronic cheque by the bank client, i.e. the cheque drawer (100). Here, in short the client enters information from which he/she will request an e-cheque such as the bank, branch and requested number of pages from the provided interface by accessing the system of the invention on the internet (101). The client's (100) request is added (301) to the list of requests of the relevant bank (200) by the Credit Reference Agency (KKB) (300). The bank (200) lists the requests by entering the desired date range on the tracking screen and thus the details are accessed (201 ); controls are exercised for approval, i.e. whether the request will be approved is questioned (202); if the electronic cheque request is decided to be approved, the number of cheque pages to be approved is determined. A separate reference number is produced for each approved cheque (e-cheque) (302) by the bank (200), and an electronic cheque is appointed (103) to the client (100). If the bank does not approve the e-cheque, the transaction (process) is terminated (102). In both cases, the client is notified by e-mail and SMS.
Figure 2 shows the process steps regarding the drawing of the approved e-cheques by the bank client. Herein, the cheques to be drawn are listed (1 10) by the client (100) selecting the Bank and Branch, the e-cheque to be drawn is selected (1 1 1), the
mandatory fields in appearing cheque are filled (1 12) and a command such as "Draw", i.e. an e-cheque drawing request, which appears or becomes active after the mandatory fields of the system are completed, is entered (1 13) and the transaction is presented to the bearer (400) for approval. The acceptance of the presented and drawn e-cheque is queried (401) by the bearer (400) connecting to the system of the invention, and the e-cheque is accepted by the bearer (400) with a command such as "Accept e-cheque", and the transaction is finalised (402). If the bearer does not approve (300), the transaction is not performed (310). If the bearer (400) accepts, the e-cheque is arranged in the name of the bearer. In both cases the drawer and the bearer are informed of the status by e-mail and SMS.
In Figure 3, the cheques to be endorsed on the system of the invention which are shown (410) to the bearer (400) in the endorsement work flow, and one or more e- cheques to be selected for endorsing (41 1) by the bearer are shown. If the bearer (400) wishes so the endorser's cheque history may be viewed in more detail (412). The endorser information for the selected electronic cheque or cheques are filled (413), the command for endorsing which becomes active is approved, and an endorsement request is sent (414). The endorser (500), selects the cheque or cheques to be accepted from the endorsed cheques and an acceptance request is sent (501 ).
Figure 4 provides a flow diagram regarding cashing / pledging. Herein, the cheques to be cashed/pledged are viewed (510) by the endorser (500); the bank, branch information and the type of transaction which the cheque or cheques will be cashed/pledged, is selected (51 1) by the endorser (500), a notification is sent (320) to the bank for the cashing/pledging of the electronic cheque by the endorser (500) with a command such as "cash/pledge" on the system (KKB) (300). The bank exercises controls for the approval, i.e. queries the cashing/pledging request (210). The transaction is approved with a command such as "accept" by the bank executive; the bank either accepts the request (21 1 ) or no transaction is performed (321 ).
Figure 5 provides a flow diagram regarding tracking / reporting. By specifying criteria such as the desired bank, branch, cheque status, etc. of the Bank (200), Branch, Cheque Status, Cheque Relationship, Amount Range, Date Range and e-cheque Reference No. fields (120), the client (100) approves a command such as "Report", i.e. the process of entering the Reporting request (121) is performed. Similarly, the e-
cheques are listed (330) by the KKB (300) by an executive at the bank (200) specifying criteria such as the type of ID, ID number, ID information, cheque information, etc. (220) and also entering the criterion or criteria such as Name/Title, Cheque Status, Cheque Relationship, Amount Range, Date Range and e-cheque Reference No. fields and selecting the reporting request (221 ) by approving a command such as "Report". The client (100) and the bank (200) receive a report (downloaded and/or printed in Excel or PDF format) relative to the e-cheques listed by the KKB (300) in return for these requests (222). In the e-cheque deposit flow diagram, the e-cheques are listed according to their e- cheque statuses (140) such as e-cheques which may be deposited, cheques which have been cashed or pledged on the client (100) cheque deposit screen. According to the determined criteria, the e-cheques are listed (340) by the KKB (300). The client (100) selects a command such as "Details" to access the desired e-cheque's details on the provided list, i.e. the process to enter a request to access the desired e-cheque details on the list (141 ) is performed, the Endorser Cheque History is accessed (142), and if desired, may download and/or print the report in an Excel or PDF format (143).
Claims
1. A management method for payment by electronic cheque which eliminates the disadvantages arising from paper cheques while commercially functioning the same as physical paper cheques, and enables the interaction between the bank
(200), drawer (100), bearer (400) and endorser (500) to be managed by a centre (300) equipped with computer servers and cabled/wireless communication infrastructures, characterised in that it comprises the following process steps: a drawer (100), requesting an e-cheque, entering and sending the bank (200) and branch from which an e-cheque will be requested and the requested page number information (101) by accessing the said centre (300) of the system on the internet by means of an interface projected onto a screen of a device such as a computer, mobile phone, etc.,
said centre (300) adding the request to the blank requests list of the concerning bank (301),
the bank querying (202) whether a request should be approved; completely or partially approving a cheque request in accordance with an approval decision by selecting a cheque request that is desired to be approved or by reaching a request directly with the client information; and determining the number of cheque pages (203) or terminating (102) the process by rejecting the cheque requests within a control and approval procedure in its own structure, the bank producing a separate reference number for each e-cheque (302) arranged as a result of the electronic cheque request being approved, the drawer being able to draw as many pages in the virtual cheque stub assigned to the himself/herself after the electronic cheque has been created, and listing the cheques which may be drawn from the bank and branch (1 10), as one may access the electronic cheques with the reference number created when a cheque is desired to be drawn,
the drawer (100) enabling the first name and the last name of the bearer (400) to be provided by the system by entering the desired to be drawn cheque's bearer's (400) ID number into the system in the provided interface, entering (filling) the amount that the cheque will represent into the mandatory fields on the screen of the system (1 12) by the drawer (100) if the
appearing first and last name corresponding to the entered ID number belong to the bearer (400) which is the desired drawee,
entering an e-cheque drawing request and the cheque being arranged in the name of the concerning bearer (400) after the data has been entered (1 13), - the said centre (300) transmitting the drawn cheque to its bearer (400), the e-cheque being accepted and the transaction being completed (402) through the interface provided to the bearer (400) on the system, or it being rejected, i.e. the transaction being completed (310).

A management method for payment by electronic cheque according to claim 1 , characterised in that it comprises the process steps of viewing the cheques to be endorsed (410) to the said bearer (400) on the system of the invention, selecting one or more e-cheques for endorsement (41 1) by the bearer, filling in the endorsement information for the selected electronic cheque or cheques (413), and approving the activated command for endorsement , sending the endorsement request (414), sending an acceptance request by the endorser selecting the cheque or cheques to be accepted from the endorsed cheques (501).

A management method for payment by electronic cheque according to claim 1 , characterised in that the cheques to be cashed/pledged are viewed (510) by the endorser (500), the bank, branch information and the type of transaction from which the cheque or cheques to be cashed/pledged are selected (51 1) by the endorser (500), a notification is sent to the bank (320) for cashing/pledging on the electronic cheque system (KKB) (300) with a command such as"cash/pledge" by the endorser (500), the bank queries the cashing/pledging request (210), the bank accepts the request with a command similar to "accept" by a bank executive after controlling (21 1 ), or the transaction is not performed with a rejection notification concerning the transaction (321 ).

A management method for payment by electronic cheque according to claim 1 , characterised in that criteria such as the desired bank, branch, cheque status, etc. of the Cheque Relationship, Amount Range, Date Range and e-cheque Reference No. fields of the client (100) is specified (120), the "Report" command is entered (121 ), or similarly, criteria such as the type of ID, ID
number, ID information, cheque information, Name/Title, Cheque Status, Cheque Relationship, Amount Range, Date Range and e-cheque Reference No., etc. is specified (220) by an executive at the bank (200), a reporting request is entered (221), the e-cheques are listed (330) by the KKB (300), in return of these requests of the client (100) and the bank (200) a "Report"
(possible to download and/or print in Excel or PDF format) relative to the e- cheques listed by the KKB (300) is received (222).
5. A management method for payment by electronic cheque according to claim 1 , characterised in that the e-cheques are listed according to their e-cheque statuses (140) at the request of the client (100) according to their use statuses such as e-cheques which may be deposited, cheques which have been cashed or pledged on the cheque deposit screen presented by the said centre (300), the client (100) selects a command such as "Details" to access the desired e- cheque's details on the list provided to the client (100) by the centre (300), a request to access the desired e-cheque details on the list is entered (141 ), and the Endorser Cheque History is accessed (142).
