Dr. Phil Moss was named interim chancellor by the Oklahoma State Regents for Higher Education in June 2006. As interim chancellor, he served as the chief executive officer for the Oklahoma State System of Higher Education until Dr. Glen D. Johnson became chancellor in January 2007. Moss retired in 2007.

While serving as interim chancellor, Moss continued in his role as vice chancellor for academic affairs. In this position, he serves as the chief academic officer for the Oklahoma State System for Higher Education and provides leadership across the divisions of Student Affairs, Pre-Collegiate Programs and Collegiate Programs. The position is responsible for the day-to-day and long-range administration of academic projects and supervision of academic personnel.

Background

Moss began his employment with the State Regents in 1996, serving as director of instructional technology, assistant vice chancellor for instructional technology, associate vice chancellor for technology, associate vice chancellor for academic affairs and executive director for OneNet applications, and interim vice chancellor for academic affairs. Prior to coming to the State Regents, Moss served Western Oklahoma State College from 1977 to 1996 in a variety of roles, including dean of information services and distance education, director of learning resources and outreach, director of learning resources and director of instructional media.

Academic Credentials and Honors

Moss has a doctorate in adult and higher education and a master’s in educational technology, both from the University of Oklahoma, and a bachelor’s in language arts from Central State University (now the University of Central Oklahoma).

Among his distinguished national academic recognitions were as an active member of the Southern Regional Education Board (SREB) Electronic Campus Steering Committee and the SREB Educational Technology Cooperative, including service as co-chair of the SREB Distance Learning Policy Lab Subcommittee on Faculty Issues. He was a founding member of the Multimedia Educational Resource for Learning and Online Teaching (MERLOT), served on the Advisory Committee of the Internet2 K20 Initiative, and was active in leadership positions in both WCET of the Western Interstate Commission on Higher Education and EDUCAUSE. He has served as a board member on the Higher Education Alumni Council of Oklahoma, as president of the Higher Education Telecommunications Association of Oklahoma, president of the Oklahoma Distance Learning Association, and as an officer in the Oklahoma Association of Community Colleges. He also served on the advisory board of the DaVinci Institute and the board of directors of Creative Oklahoma, Inc.  Following his retirement from the State Regents, he served as a consultant for the California State University Office of the Chancellor and SREB.  In 2014, Moss was inducted into the Oklahoma Higher Education Hall of Fame.

Personal

Moss and his wife Peggy have three children and reside in Norman.
