Frank was born November 6, 1989 and is the son of Cindy and Jeff Tinsley.  A member of both the 2005 and 2006 South Carolina State 3A XC Championship team at Bluffton HS, he was a top 20 finisher as a senior.  On the track , Frank finshed fourth in the state as a senior for 800 meters and has personl best of 1:58 for 800, and 4:33 for 1600.  He was coached at Bluffton High School by Dana House.  During the 2008 fall semester at USCB, Frank had the highest grade point average on the men's xc team with a 3.906 GPA
