Seneca Hires Assistant Administrators to Better Manage City Growth

Seneca City Administrator Scott Moulder, after six years in office, is expanding his team with two assistant administrators to better manage the growing city. This move, agreed upon by Moulder and Mayor Dan Alexander, aims to distribute administrative duties and foster more focused efforts on city development. The restructuring was also influenced by changes in the planning department, including the departure of Director Ed Halbig.

The new structure reduces the number of direct reports for Moulder from 13 to a more manageable number. City Finance Director Josh Riches has been promoted to one of the assistant roles, bringing his experience in public utilities and strong financial background to the position. Another candidate is undergoing pre-employment screening.

Moulder anticipates that this change will enable more proactive decision-making and stronger planning for the city. Riches, who proposed the idea of an assistant years ago, is excited to contribute his unique skills to the role while continuing his involvement with finances.
