As Christina Dee put it in her long-running Cat Tales, the normal take on Luthor is never had to suffer the indignity of there existing honors he couldn't earn or buy until the Man of Steel came knocking, hence his hatred. But here it's genuinely not his ego, or at least not primarily his ego, driving his decisions.

Azzarello's punchy storyline encourages readers to question Superman's effect not only on the city of Metropolis, but in the whole world. It's easy to see Kal-El as a beacon of hope but, with a slight shift of perspective, Luthor's fear is also possible. The very presence of Superman could make people over reliant on him to sort out all their problems, causing all that is good about mankind to wither on the vine.
